Turning Left on a Red Light

Right turns on red get all the attention, which is probably why so few drivers realize California allows a left turn on red at all. It does narrowly, deliberately, and only in one configuration, but it's real enough that traffic school tests ask about it and real enough that plenty of licensed drivers have never made the turn legally on purpose.

CVC §21453(b) permits a left turn on a steady red signal when you're turning from a one-way street onto another one-way street. Picture a downtown grid where every street runs one direction,  that's the setting the rule is built for. The mechanics mirror the right-on-red rule closely: come to a complete stop first, at the limit line or before the crosswalk, then yield to any pedestrians in or approaching the crosswalk, and yield to any cross traffic close enough to constitute an immediate hazard. Only once the intersection is actually clear can the turn be completed.

The rule narrows to exactly that one scenario and no further. Turning left from a two-way street, or onto a two-way street, isn't covered, the statute is specific about one-way onto one-way, and a two-way street anywhere in the equation takes the turn out of scope. And exactly as with right turns, a red arrow overrides everything: a steady red arrow means stop and remain stopped, full stop, regardless of what the street configuration would otherwise allow.

It's a rule most drivers go their whole license without needing, simply because true one-way-to-one-way intersections aren't everywhere but they're common in the denser grid streets of cities like San Francisco, Sacramento, and downtown Los Angeles, which is exactly where it tends to come up. Knowing it exists means not sitting through an unnecessary full cycle at a red light where the law already grants you the turn and not guessing wrong at an intersection where it doesn't.
